This follows the realization that the Education and training system of the past did not provide training and work experience that is responsive to the demands of the economy, nor linked theoretical education and practical skills training . The need for transforming skills in the country has led to the passing of the Skills Development Act and the Skills Levies Act by parliament in 1998 and 1999 respectively. 25 Sector Education and Training Authority (SETA) under this Act were established on the 20th March 2000 later, reduced to 23 effective from 1st April 2005 resulting in the Safety & Security Sector i.e. Policing, Private Security, Legal Practice, Justice, Correctional Services, Department of Defence and National Intelligence and South African Secret
